Small updates to the scanner:

• Bumped the Node version to 18, updated deps
• Most of the configuration now lives in the .screeps.yml file, which means most of the segment/server info can be hardcoded. It still supports the old argument-based stuff tho
• The main script is now a runner for the other three, which means

# copy and edit .screeps.yml
docker build -t screeps-sector-scanner:latest .
docker run --volume ./data:/app/data screeps-sector-scanner

is enough to update whatever user segments automatically
