Add-ModuleQualification

A new editor command that infers the module of a command AST and adds it to the expression.

• Changed ConvertTo-LocalizationString to use an editor input prompt for string name of Read-Host
• Fixed an issue where Add-CommandToManifest would include an empty array expression
• Fixed an issue where array literals would not be quoted properly in splat expressions
