Why
Motivation
Bringing the prepackaged servers' tags in tests to the latest version of Core 1 - 1.18.2 and latest version of MLServer - 1.7.1. For some MLServer runtimes i.e. alibi-explain and alibi-detect, there is no 1.7.1 tag due to the release action failing for an unknown reason(no logs on GitHub, since it was run +6 months ago).
