Description

Just change a layout of readme header.

Motivation and Context

Beatify expression of the first visitors.

Changes:

• Just changed header
• Introduced TOC (at first level) - now we see that the doc structure can be improved
• Moved badges after brief project description as not important (also changed url to see the latest state instead of scheduled).

Types of changes

• Bug fix (non-breaking change which fixes an issue)
• New feature (non-breaking change which adds functionality)
• Breaking change (fix or feature that would cause existing functionality to change)
