Add R&S_2026 folder with index.html

This pull request adds a new folder named "R-S 2026" containing an index.html file.

1. Firstly, please change the folder name. We don't encourage using spaces in the URL. (rs2026 is fine)
2. Nobody wants to wait 3 seconds to see a website they just clicked on. Make it disappear on a user click or scroll immediately.
3. 50 animated bubbles with box-shadows and blurs will lag the website. Please, reduce them to 5-10. (5 looks good.)

The goal is to make it simple so that it is even accessible in low network zones. Since we are going to do the survey at remote locations.
