With Ruby 4 released and Rails main plus apparently other Rails versions supporting it we should test against it.
Upgrades the following to pick up Ruby 4.0 support:
sqlite3 gem from 2.8.1 to 2.9.0nokogiri gem from 1.18.10 to 1.19.0unicode-emoji gem from 4.1.0 to 4.2.0ruby/setup-ruby action from 1.274.0 to 1.278.0 (supercedes #1365)🎩 CI passes 🎩
