To get dev up and dev test working.

  • isogun is no more, remove that config
  • Setup services directly in dev.yml
  • Server port is no longer fixed and set in the environment by dev, don't hardcode it
  • Same with REDIS_URL, so we can't have a fixed uri in the tests
