Currently, shared action creates new branch name for each new commit of submodule. This causes new PR to be created each time rather than bumping the existing PR.
Update branch name to remove the commit sha suffix so each time new PR is created, it detects that branch and pushes new commit.
Tested in fork repo for desired behavior.
