Adding an option for the HRRR Hourly model for reference forecasts. I'm assuming the the conversion to hourly mean is working correctly, but it would be good for someone to check. I did a lot of copy-pasting from hrrr_subhourly_to_hourly_mean.

Added an option for HRRR hourly to hourly mean using irradiance from the NWP.
Added HRRR hourly to hourly mean model.
