Add functionality to FusingInfo class to preserve quantization config

Pull Request Description:

Add functionality to the FusingInfo class to preserving fusion quantization configs.
Add functionality to the FQC to get fusion quantization config from the Fusing class.
Add unittests for the Fusing class.
