Note that this is just everything inside the location / { block from proxy-location.conf. I've renamed the file to (hopefully) avoid confusion with the old version

This PR adds support for API keys on our unlimited domain. Note that this PR requires CDK changes: DO NOT MERGE without also merging CDK support
