PR for decision on the final stabilization of scs-0007 in the Forum SCS-Standards.

Possible open question taken from scs-0001:

  • Do we want at least one successful certification as SCS integrator before stabilization?

Thanks for the hint. Unfortunately I overlooked that. That's why I have adapted the documentation accordingly, see c77ec36

This is not to approve the stabilization, but to remove my earlier change request.
The stabilization may only be merged once the SIG Std/Cert approves in a meeting.

From my point of view the Sig Std/Crt already agreed on it:

On July 10th we agreed upon and it was founded that the stabilization is checked with the forum once more.
This was done in an e-mail to the forum on July 16th with the following contents:

I've kept you up to date regarding the transition of the document that we drafted within the forum regarding the certification of integrators into a proper SCS standard.
Last week the Pull-Request for SCS-0007 has been merged (#946).

With this the Standard exists in the 'Draft' stage. Next step is that this is stabilized. Please raise your concern by the end of next week if this is not to be stabilized.

Nobody spoke up, so from my POV this is fine to stabilize.
