Development environment setup

Set up development environment, create AGENTS.md, and update package-lock.json to reflect Node.js 24 dependencies.

The package-lock.json was updated due to running npm install with Node.js 24, which performed a minor lockfile reconciliation, primarily removing stale "peer": true markers.
