support pdf filling with non-english characters

Switched fill-pdf-form with pdf-lib and re purposed solution proposed by the repo author here;

This would be a great idea - pdf-fill-form doesn't work on windows and it looks like pdf-lib might.

Bushi has gone fully digital with their entry forms now, I don't think there is much use for these pdfs anymore.
