Fix up action & prep release

This PR aims to fix the action and make it easier to work with for future upgrades.

The main reason for opening this PR is that I found that the action had trouble running, and when it did run it produced a transaction that could not complete if the IDL was added to it.

Changelog:

• Fix proposed transaction to first update IDL, then run program upgrade
  • Otherwise, the transaction would fail
• Pull action inputs, and only use ENV variables if action input isn't present
• Pre-build the action executable code and make runnable through simple Node runner
• Remove dependencies and extra patches that are not required
• Update all dependencies to latest version
• Clean up readme
• Add workflow to automatically build action executable code and commit build back (in case developers forget to do so)
