This pull request introduces a modifier to ensure that certain functions—
deposit,register,submitProposal, andvoteForProposal—can only be executed if the tally date has not yet passedComprehensive tests have been added to verify that the
beforeTallyDatemodifier functions correctly. These tests confirm thatNo changes to the frontend were required, as the buttons already remain disabled after the tally date has passed
