Crashfix in Config Server client when Environment is a comma-separated list

Description

Allow a comma-separated list of environments in Config Server settings.
Harden against special characters to prevent URL masking from crashing.
Allow colon in Basic Auth password (see RFC 2617).

Fixes #1566.
