Declaring resources in Package.swift triggers bundle accessor code generation, which will pull in Foundation:

/host/.build/wasm32-unknown-wasi/debug/SemanticVersion.build/DerivedSources/resource_bundle_accessor.swift:1:8: error: no such module 'Foundation'
