This updates custom package collections to be looked up and referenced by the new
keyproperty, which is also used as the slug in the url, i.e.https://staging.swiftpackageindex.com/collections/sswg-graduated
instead of
https://staging.swiftpackageindex.com/collections/SSWG%20graduated%20packages
