This pull request adds Limbo and removes the passtrough in favor of the Velocity fork. The native PicoLimbo is used in the Docker setup but a Java wrapper for it is included to support running running it in IDEs easily (you can download the binaries yourself).
This PR also removes the configurate dependency and replaces it with ConfigLib which is substantially more lightweight and works objectively better.
The Docker & bash setup scripts have been updated to work with this.
