Copy the .tar.gz file to a temporary directory on the server and use tootctl emoji import [PATH] --category [CATEGORY] --overwrite
Misskey:
In the web UI, import the .zip file.
Akkoma:
In theory, you should be able to just import the .zip file via the web UI or import the pleroma manifest from the command line as the Akkoma user, replacing "neobot" with the pack you want to install:

Neobot
Neobots! A whole set of them! ▛▚▞▘▛▚!
neobot is the main release for the set. It will always include the most recent update.
neobot_extras is the various neocritters hugging the bot, spooning the bot, wearing a bot mask, that kind of thing.
neobot_code is a neobot displaying all 400+ icons from the Devicon set, by intrepid neomoji historian James
neobot_update is the changes since the last update (January 2025):
