fix: QUL Upstream Handoff – Issues
Fixes 14 upstream handoff issues (3 P0, 6 P1, 3 P2, 2 P3) in translations, tafsirs, and audio recitations. Includes API filtering for invalid slugs/languages, chunked text pagination for large tafsirs, HTML stripping with footnote extraction, and optional rake task for database normalization. All changes backward compatible with no breaking changes.
