Description

Added AddOptionalCompetencies veiew
Modified code to redirect to AddOptionalCompetencies view when selected optional competencies less than minimum required competencies.
Service method 'HasMinimumOptionalCompetencies' added to check if self assessments has selected minimum required competencies.
