Description
Adding Nuget.config.cicd to pipeline
Adding steps to continous-integration-workflow.yml
should still use old nuget feed if nuget.config not there
Will need some bits removing later once nuget.config has worked its way through the pipeline
(if we made the changes straight away the current azure pipeline would break )
