Re-ran migrate-programs.ts to sync Program Website field from Notion. Programs with URLs: 390 → 433 (217 → 174 remaining without URLs). Resolves MAI-41.

What happened
The programs.json data was stale — Notion had 433 programs with URLs but only 390 were reflected in the opengrid data. This was a sync gap, not a data sourcing gap.
The 174 remaining programs without URLs are genuinely missing from Notion and would need manual research or external data sourcing to fill.
