Adds a Bazel build configuration. The goal is to use the same ABC version for both Bazel and CMake in OpenROAD.
Currently, OpenROAD's Bazel build uses ABC from bazel_rules_hdl which is newer than this fork.
One problem with this is that some
rmptests fail when built with Bazel due to producing different output.Using this fork as a submodule for both build systems will fix that and prevent version drift in the future.
