docs(other): add doctest examples to fischer_yates_shuffle

Add doctest examples for the Fisher–Yates shuffle implementation.

• Demonstrates permutation properties with simple assertions.
• Keeps implementation unchanged.

Addresses #9943 (Improve our test coverage).
