This PR adds the ability to set an
on mouseover scale. Just like theon cast scale, it scales the nameplate based on the state.Right now, I have the mouseover as a higher priority than cast state. I did that to keep it simple, and it's what makes more sense to me. But if you think that it should be the other way, I'm happy to change it. Also, I can add a priority system to let the user decide. I did not add that to this PR as I didn't want to overcomplicate it; and I wanted to get approval before working on a larger feature.
