Should be good to go, but I want to review the code and docs one last time. Also, I want to run the linter and look at coverage. |

This is a very early pull request to include all the cleanup and setup for the 2.4 release. I have at least one more pull request I want to make to add missing functionality to the Document class (see #177). Also, I just made a change to make my code 3.9 compliant, but this pull request moves us up to 3.10, so I will walk that back after #178 is merged.
