Remove hardcoded upgrade limit of 128 or increase it to 1024

Remove hardcoded upgrade limit of 128
UPGRADE_MAX_COUNT 64
And UPGRADE_MAX_COUNT 128 in ZH

by changing this will do the job i seached the code and nothing other that this should be changes

i am not sure how it might impact the performance but i dont think it might do any impact other than increase in memory consumtion
