fix(openapi): 🐛 ensure tag names in paths match configured strategy

• bug from feat(openapi): ✨ add support for generating tags by description or package name #1060
• Add default value for openApiTagNameType in ApiConfig
• Implement fallback logic in OpenApiBuilder and OpenApiTag
• Use class name as default tag name when openApiTagNameType is null
• The update ensures that the tag names used in both the top-level tags array and the paths section are consistent based on the selected configuration, thereby resolving the linkage issues and making the configuration work as intended.
• closed tags.name which is showing in doc was the description in version 2.x.x but now is modified to the class name in version 3.0.0  #964
