Stop using target_group_arns

We won't pass ARNs for target groups. We will allow downstream to attach TGs to the ASG instead.

Create matching tag

This repo was created as a result of pulling from v4.0.2 of https://github.com/terraform-aws-modules/terraform-aws-eks.

Tag of same value being created so we may always pin ourselves to this one regardless of whether we pull latest from the public repo.
