Many arxiv.org links were not working because they had double forward slashes like this:

https://arxiv.org//abs/2406.00135 (instead of https://arxiv.org/abs/2406.00135)

while the link paper ID was correct, the link led to a 404 page. this PR fixes this by removing the double forward slashes
