added a Standard Pull request template, and automation workflows for PR
How?
Created a new
.githubfolder in the root dir. and made aPULL_REQUEST_TEMPLATE.md.Also make a workflow folder, with the PR automation workflow
As well as a new CODEOWNER file to specify the code owner.
