The Problem: The header of the UserSettingsItem recieved focus which resulted in an unnecessary TAB stop in the keyboard navigation flow. The Solution: We have improved the keyboar navigation by removing the tabindex attribute so the header is no longer focusable.

Header of the item is no longer focusable. This removes the unnecessary tab stop and the keyboard navigation flow is now aligned with the spec.
