Updates the toml11 submodule to point to my fork (UnsaltedHash42/toml11@fix/macos-strerror-r), which includes a patch for macOS POSIX-compatible strerror_r behavior. Fix tested on macOS 14.3 (ARM64). See upstream PR: ToruNiina/toml11#290
