* do not accept empty key and wildcard * truncate keys by wildcard prefix

This PR changes the behavior of the
confdata_get_values_by_any_wildcardandconfdata_get_values_by_predefined_wildcardfunctions. Previously, the returned array used the full confdata keys (including the wildcard). Now, the returned array uses keys with the wildcard part removed as it's done in old runtime.
