Historian fix for #3226 and #3225

1. Fix for basehistorian doesn't handle history_limit_days configuration correctly #3226
2. Partial fix for Postgresql historian should implement historian db size cap #3225 - fixed and tested for timescale=False, need review and testing for timescale=True

Require DB admin review and testing as this could affect production data.
