Pipeline for spdx_licenses, test_optimizer and pana is now passing.

We need to start considering template updates for this to land.

We are currently required to override the pana version to allow upgrading to analyzer 7.0.0.

This PR would allow us to remove the dependency override again.

Unfortunately I am no longer at VGV and don't have maintainer rights to these repo's anymore so I can't help move this forward.

@marcossevilla is taking care of the update. Updating the CLI involves updating Very Good Analysis and the templates, since he was already owning those updates it made more sense for him to pick it up.

I believe he is working on it with #1286, hence I'll be closing this PR in favor of it.
