fixes #1711

  • added global VM_CONFIG_RELOADER_EMPTY_DIR env variable (default: "{}"), which defines JSON value for config reloader emptyDir
  • added spec.configReloaderEmptyDir, which allows to override value from VM_CONFIG_RELOADER_EMPTY_DIR
