This is the (currently-ongoing) work to support hazardous materials shipping via FedEx Ground.
Part of our requirements, which will probably ultimately need to be more configurable, is that each hazardous item be split into its own package, while all other non-hazardous items follow whatever existing packaging scheme is desired.
