How do you define neo(1) vs non-neo (0)

I'm wondering how exactly neo loops and non-neo loops are distinguished.
Some of the non-neo loops seems to arise from the SV.

Suppose an SV causes a fusion between fragments A and B. Neo-loops are defined as loops with one anchor on A and the other on B, whereas non-neo loops have both anchors located on either A or B.
