Currently only has a few attempts.
It is better to use Paragraph, because the other way in footnote.py was very ugly. It handles rows and not paragraphs.
tsv-to-pdf script has a potential, but needs to fix a lot of errors. But we need to check the following library: https://pypi.org/project/fpdf2/
