Feature Description

This patch adds support for the Smclic extension, software side of the Core Local Interrupt Controller.

This patch assumes following pull requests applied but still subject to change:

1. moved mclicbase, nvbits, clicinfo to parameters section
2. move xintstatus to read-only CSR address range
