There appears to be a race condition with
poetry(see python-poetry/poetry#7611 as well as python-poetry/poetry#8517 which fixes the issue but hasn't been merged yet), and it breaks the CI build for Windows.Moreover, the dev dependencies were incorrectly specified using non-inclusive greater-than with the latest package version for some of the packages.
Note: Windows CI still fails because one of the tests is actually failing on Windows.
