Fixes bazel-contrib#617. Modern `setuptools` versions contain files critical to setuptools functionality loaded proactively on module load that contain spaces. Recently we had a setuptool upgrade due to out of date for our internal fork of rules_python.
This bazel-contrib#2334 PR has the fix and confirmed from PR:
