IAM Group Management updates

1. For groups which require paid membership (exec, officers) - ensure that the group members being added are paid members.
2. in the UI, ensure that in DEV environments we modify the testing group, and in PROD environments we modify the real group.
3. Fix success/error notifications for partial success states w/ better logging.
4. Add comprehensive front-end tests.
