Remove errant join.md with outdated executive committee

The /join/ URL was serving outdated executive committee information (Thomas Zimmermann as Chair) that duplicated /execcontact/ but with stale data. The file was accidentally introduced in commit f572b94.

Changes

• Removed content/join.md - No references exist in codebase; menu links to external ACM URL
• Removed public/ directory - Hugo build artifacts accidentally committed
• Added .gitignore - Prevents future build artifact commits

The current executive committee information remains in execcontact.md (Marsha Chechik as Chair).

Both contact.md and execcontact.md contain current information (Marsha Chechik as Chair, Massimiliano Di Penta as Vice Chair). They serve different purposes:

• contact.md (/contact) - Simplified contact page with key contacts only (linked as "Contact Us" in menu)
• execcontact.md (/execcontact) - Complete executive committee with all at-large members and liaisons (linked as "Executive Committee" in menu)

Both were created in the same commit (f572b94) and are up-to-date. The issue was with join.md, which had outdated info and has now been removed.
