- Add ubuntu-24.04-arm to CI matrix for native arm64 builds
- Update afdko submodule to 4.0.3 (fixes Can not be used in GitHub arm runner #31)
- Switch from manylinux2014 to manylinux_2_28 (better arm64 support)
- Bump minimum Python version from 3.7 to 3.10
- Build once and test wheels for all Python 3.10-3.14

cibuildwheel 3.0+ requires Python 3.11+ to run. With Python 3.10 as host, pip was installing cibuildwheel 2.23.3 which lacks Python 3.14 support.
