chore: fix yarn install warning

fixes a yarn install warning during default development for babel/eslint-parser being on an unsupported eslint version
fixes a yarn install warning that will happen when we move to react 19 default development, quicklink now extends it's accepted range to react 19
triggered making PR by GoogleChromeLabs/quicklink#421
